The international code for Bolivia is 591. Dial the country code, then the departmental area code, then the seven-digit number. If you are calling from abroad, drop the "0" from the area code. Local codes for the departments are as follows: La Paz, Oruro, Potosí, 2; Santa Cruz, Beni, Pando, 3; Cochabamba, Tarija, Chuquisaca (Sucre), 4. To call a Bolivian mobile phone from abroad, use 591 and the mobile number.

Long-distance and international calls can be made from local offices of Entel, Cotel, and AXS. You’ll find their offices everywhere. The least-expensive place to make international calls is at an Internet café through Skype or by purchasing a prepaid phone card.
