Harvest Time Scarecrow Festival. Events for this month-long celebration marking the end of another busy season are held throughout Wayne County. Wayne County Fair. The great American county fair tradition is at its finest in Loa in mid-August. A demolition derby, rodeo, horse shows, and a parade are all part of the fun.
