In the old Chinese consulate near the roundabout and governor's house, the Phou Fa is overpriced for what you get but arguably the best choice in remote Phongsaly, where the pickings are slim. The hotel, which sits on a hill, has commanding views of the beautiful surroundings—and perhaps more importantly has western-style toilets and heater/air-conditioning units. Those simple pleasures can mean so much after a few days in more rustic lodgings.
