It's simple to hire a car and driver in major tourist destinations such as Xi'an, Ürümqi, Kashgar, and Turpan; ask your hotel or contact a local travel agency. It's unlikely that your driver will speak English, so agree on your destination beforehand and whether tolls and other sundry costs are included in the price. Expect to pay around Y900 a day for a modern car.
